Yes. Sender and recipient must use the same network. Cross-network transfers result in permanent loss of funds.

Ethereum, Arbitrum, and Avalanche are separate blockchains. A transfer sent on Ethereum goes to an Ethereum address. If the recipient is expecting funds on Arbitrum or Avalanche, those funds land in a technically valid but unintended location – and recovery is typically not possible.
